While they're priced at the higher end of the scale for craft-beer dining bars, this branch of Skytree's "World Beer Museum" serves a few craft beers from the US and the UK that aren't otherwise available in Tokyo. They're open all day, and conveniently located on the restaurant floor of Yodobashi Camera.
